Joseph Turrise is 82 and has had the same phone number for 56 years. His kids know it. His doctor knows it. So does whoever is selling hardship loans, Medicare back braces and extended warranties, because in February his landline rang 552 times.

Turrise did what anyone would do. He blocked the numbers. Each time he blocked one, a new one called. So he started keeping a list, hoping to spot a pattern or hand it to someone who could do something with it. The list got long. He stopped.

His story ran on CBS Chicago in March and got picked up around the country, because everyone with a home phone recognized it. During the on-camera interview, his phone rang. It was someone offering to ship him a medical device and bill it to Medicare.

Who Is Calling You

Not people, mostly. Machines.

An autodialer can place millions of calls a day for almost nothing, and it doesn't care whether 99 out of 100 hang up. The one who stays on the line pays for the other 99. YouMail, which tracks robocalls nationally, counted 3.9 billion of them in August. That's 125 million a day, and roughly half were the kind nobody asked for.

The biggest single campaign that month was a recorded voice announcing that your "hardship loan pre-approval of up to $23,000" was ready, and to press 1 to release the funds. That one script, with small variations, went out more than 100 million times. Nobody applied for it. People kept reporting it as spam. It kept going anyway, from tens of thousands of different phone numbers.

Why Blocking Numbers Doesn't Work Anymore
